Warning shots are against every police policy I have ever seen or heard of. Shoot to stop the threat. If they are doing something that deserves warning shots then they deserve center mass shots.

Yes. Even if you are weak-willed and still want to fire a warning shot, you have to say that you missed, or you will be arrested. Of course, the warning shot can't be in the air.
Just police. The point being that warning shots could end up hitting an innocent person. If someone deserves to be shot then the bullets should be headed at them and only them.
If I shoot the earth in front of me there is no bystander worry, and in some scenarios people arent seeing the gun, like a fight is going on between two people and they dont realize theres a gun out through the commotion.
You don't want to risk getting in harms way and you cant let them keep fighting because they might seriously hurt each other. Warning shots arent without use, nothing is black and white and the government just wants to target gun owners any way they can.
