Because most of them aren't good enough for it. You either get to America through family or work/merit. The ones who don't have a family have nothing to offer so can't get in legally. And why would you work hard to do something legally when you can get the same results doing it illegally? Plus the whole world wants in, so it's a pretty long wait.
