IT was intentional: gas pipelines used to be heated by elements which used gas bled off safely from the pipeline itself, to supply their fuel. So as long as fuel was coming through the pipeline, it was guaranteed not to freeze. Foolproof.

Due to Communist/Greenie/Twatwaffle protests, they were replaced with electric heating elements which were supplied with electricity from...the grid.
