Correct, it was Central Planning. We used to keep at least two turbines running so we kept steam up throughout the plant, and that's another great thing about Cogeneration plants is by design we made steam first then electricity almost as a byproduct.
You could choke our gas supply or water supply but weather by itself couldn't stop us. We built aux boilers just so we could always have steam even if our clients who usually bought our steam were down for maintenances or emergency.
ERCOT was throttled by the Feds, they tried to get ahead of the anticipated failure of wind and solar and expected scattered outages of gas too, but the Feds wouldn't allow it for EPA reasons.
Texas had even agreed to pay all fines associated with the higher levels of releases, NOxes and ozone and such, the Feds said no.
And a reminder for people, lots of people still don't realize this. Jet planes run the same sort of turbines up at altitude. Down on Earth power plants must capture every particle emitted by the turbines, we used boilers with catalyst for that. We measure every particle, no emissions are allowed, everything is monitored in real time and the State sees it all also in real time. You have 15 minutes to correct whatever situation you get into, then the fines start. Exceed 1 part per million and the fines start. We controlled emissions that well.
But the planes just dump raw pollution, tons and tons of it daily, at altitude where it does much greater damages to the atmosphere. YET they are allowed to pollute those tons daily, free, no fines, no mitigation attempted at all.
A power plant cannot emit more than 1 part per million parts, planes can emit all they choose, one is not like the other huh. John Kerry's private jet pollutes more each flight than any 25 power plants do in a year.

Yeah, the Feds fooked us, again.
