I can't speak for all of them, but I know almost all of the Dallas-Fort Worth counties are on that list, Bexar County covers San Antonio, Travis County covers Austin, and Harris County covers Houston. I didn't see El Paso county on that list, but I don't think they got it nearly as bad as the rest of the state.

So the big cities, that lean blue, are represented. Are red counties excluded? OP makes that claim, and if true, that is huge

Biden declared a disaster for 77 counties.

177 counties were not declared an emergency, despite the entire state being affected.

Guess the demographics of those 177.
