I can't speak for all of them, but I know almost all of the Dallas-Fort Worth counties are on that list, Bexar County covers San Antonio, Travis County covers Austin, and Harris County covers Houston. I didn't see El Paso county on that list, but I don't think they got it nearly as bad as the rest of the state.
But the national guard is surrounding DC cause there’s a real emergency there..
