Well, you've officially encountered a caliber snob. 223 is not a glorified 22 in any sense of the statement and that claim can only be made out of pure ignorance. It is a 22 caliber round that travels in excess of 3000 fps which results in bullet fragmentation and hydrostatic shock when impacting soft targets like animal tissue. 223 is on the low end of intermediate cartridges based on it's average grain weight and muzzle energy, which allows for low recoil, light ammunition and magazines, generally cheaper price, and has an effective range of about 200 yards for best results when fired from rifle length barrels which is normal for most intermediate cartridges. It can be used effectively, with the right weapons setup and ammunition, out past 5 and 600 yards too. The other positive is in the AR15 platform and it's milspec standardization. Any part designed for the AR15 platform that claims to be milspec compatible should work with any equipment from another manufacturer that also claims that compatibility. These things do not carry over to the "AR10" platform. While I enjoy my 308 semi auto rifles, they are not so significantly better suited to the average person's needs that I would recommend building one over an AR15. The 308 cartridge is much more powerful and better suited for long range than the 223, and delivers much more energy to the target, but the ammunition and magazines are much heavier and larger, the rifles, components, and ammunition cost much more on average, there is no standard milspec pattern for the AR style 308 rifles, and the recoil is significant compared to 223 semiauto rifles. It really comes down to your choice in the matter and how you will be using the rifle, but if you want a rifle for self defense, or just in case we have to deal with tyrants, ect, one would be hard pressed to give a situation where a 308 rifle will so outperform a 223 that your life would hang on that decision 99% of the time.
It's complicated. Part of it is that .308 has a lower headspace tolerance, and thinner brass than the 7.62 NATO -- firing .308 in some 7.62 chambered rifles (not all -- it's a tolerance that overlaps .308) might cause the brass to expand enough to rupture. It's hard to compare pressure to pressure for the specs because they measure at different points of the case. Yay for different standards.
If you can't chamber a .308 field headspace gauge in your 7.62x51, you should be able to fire .308 out of it. Even then, I would prefer 7.62 to be safe.
