All weaponry obtainable by our military should be obtainable by our citizens, as the founding fathers envisioned. Anything less is a negation of their original intent: for the citizenry to have to tools to be able to overthrow an unjust government.
That's not how I'm reading it, this seems to be covering all federal gun control "past, present or future":

It’s also more than just being able to overthrow an unjust government. The idea was that we wouldn’t waste money on a massive standing army which throughout history has always tempted politicians to misuse such a power. In the event the US needed to defend itself, we would have the tools needed spread through the whole. But getting the manpower necessary to leave our borders and fight a country on their shoulders would be a logistical nightmare, as intended.
