On Page 10, it's already obvious- they do not account for Federal aid regarding welfare; Federal aid for infrastructure; Federal emergency aid (see reply).

Even better, they count Federal SSN and Medicare expenditure, and Federal employees retirement and insurance- a state with a high per capita of retirees and/or Federal employees would undoubtedly receive higher "Federal expenditure" than a state without.
This is disgusting malfeasance and distorts the implied premise of the entire report. Not only that, they consider 'Earned income tax credit' to be a Federal expenditure. That is, credit for having children is a negative metric for State.

Many red States have a disproportionate number of military bases. Base spending should not have been included as money's received by States. All data should be questioned and analyzed as many have agendas.
I could not find where they came up with these metrics. Obfuscation using "taxpayer receipts" and "getting back Federal money".
I am pretty sure they exclude federal welfare aid. The sheer amount California receives in that alone is more than their GDP. Not including federal aid for disaster relief- billions for the failed dam and the wildfires. Or for infrastructure projects, such as the train-to-nowhere.
