I'm intrigued, so I dived in.

Here is the actual report: https://rockinst.org/wp-content/uploads/2021/01/2021-Balance-of-Payments-Report-web.pdf

First page explicitly states this 'report' was drafted in co-operation of Gov. Cuomo's office.

This author of this report is Laura Schultz: https://archive.is/fkqo3

She's exactly what you would expect a Leftist to be.

Now as to the report:

"...where complete data on the distribution of receipts and expenditures were not available, proxies were developed based on all available data."

As a scientist myself, this raises a massive red flag. Proxies are a dangerous thing to play with. It's precisely how Michael Mann created his fraudulent "hockey stick" of rising global temperatures. They say they provide an Appendix for that. Guess what? NO Appendix.

On Page 10, it's already obvious- they do not account for Federal aid regarding welfare; Federal aid for infrastructure; Federal emergency aid (see reply). Incidentally they continuously source from their own prior work... "SOURCE:Rockefeller Institute of Government"

That... tells me nothing.

Even better, they count Federal SSN and Medicare expenditure, and Federal employees retirement and insurance- a state with a high per capita of retirees and/or Federal employees would undoubtedly receive higher "Federal expenditure" than a state without.

This is disgusting malfeasance and distorts the implied premise of the entire report. Not only that, they consider 'Earned income tax credit' to be a Federal expenditure. That is, credit for having children is a negative metric for State.

What. The. Fuck.

They mention SNAP and Federal HWY Grants, but do not provide specifics so I have no idea what the breakdown truly is.
