No buying the buyer Cubs tickets or taking his family to Disney to get the order. The bids are sometimes opened publicly and posted online for all to see who bid and at what price. Special shit like voting equipment you had better believe goes out to bid on the regular so that everyone involved makes money. Now those bids will have specifications and terms and conditions. Jim Bob can bid but he needs $1M insurance and needs to allow net 90 day terms and include training and whatever else. Some bids may have a very specific spec like all machines must switch votes to Xiden... companies who can not comply need to list and state why and their alternative if any. Companies who do not meet the specifications exactly can be thrown out. If Dominion forgets to bid, the bids can be thrown out and rebid... If a company owned by a minority woman or veteran is within 10% of the lowest bidder they may win solely on the fact that they are “disadvantaged”. So Juan Guey can buy from Dominion and sell Dominion to the government if he doesn’t get too greedy... public bids is all a racket and if you want your blood to boil, it’s all out in the open online for all to see.
