It wouldn't even be cheating. A state can decide to stop holding popular elections for choosing electors for president, and instead have the state legislature choose the electors instead. As long as such a measure is properly passed in the state, it's totally constitutional.
That's the beauty of our federal system. It's up to each state to select the manner in which it chooses its electors. Nobody else can force any specific system upon a state.
