Ya sure about that? The ATF has already reclassified some uppers as firearms, what's stopping them from doing that with all AR upper receivers. That would also be the most effective way to stop people from building rifles at home (since lowers can be 3D printed, even if 80s are reclassified as 'firearms', but uppers can't be easily made on a printer AFAIK).
Buy a 3d printer before they are banned for import. You can even use lawn trimmer line if your printer is setup to print Nylon in case filament dries up.
