The swing states needed to have the governors dragged out and replaced by the population. Trump couldn't do it without it being a coup, placing him on the wrong side. And if he tried, there would be violence at all levels. He didn't want violence, even if it secured another term.

He was the leader, so if he literally told people to go out and violently take anything (and especially on his behalf in the election), it'd be on him. It would still be a coup.
