My hometown is on the short list of places to be nuked by China for several strategic reasons.
I feel like one of the best ways to introduce rolling blackouts nationwide would be to knock out a military base near a large population center with a nuke.
The EMP will knock out the grid and give the energy companies and the Department of Energy the perfect excuse to cut power.
It feels like an inevitability at this point. Less a matter of "if" and more of a matter of "when".
