Old Lithium Cobalt cells were used in cell phones because they have high energy density but suffered lower cycle life. Cathode technology improved since then and have dramatically improved the amount of cycles you get. This is readily available information off of engineering spec sheets.
If electric cars had grid tie inverters, they would actually do great at mitigating power outages. Most cars won't be driving during these types of snow storms so they could actually be used to feed the needs of the house. EVs actually have a fuck ton of energy, and the power density is excellent to reduce brown outs.

Great job, now you have a car with a 30-40 mile range, struggles to get to highway speeds, the cycle life is about 10 times worse than lithium (which he was complaining about cycle life), and the motor needs disassembly and brush replacement at regular intervals.
