This is essentially what PA, MI, WI, GA did. Imagine how we could solidify Florida or Texas with no early or mail in voting that democrats almost always win.
anyone who voted for an admin under which prosperity fell, gets their voting power reduced by 0.1, the rest get their voting power increased... until the right thing happens and prosperity rises
Just apply a new rule in every red state that urban county votes get a .6 multiplier and rural county votes get a 1.33 multiplier.
