Well, ask your building code and your bank, which will only finance code compliant homes based on the minimum code requirement of stick building. Ever heard about passive annual heat storage? But people especially in the country prefer to live in either a nailed together tinderbox or in a converted live stock barn (pole barn). Then they pay sky high insurance premiums against wind damage and fire and need tons of energy to get rid of excess heat in summer and to produce heat in winter. Passive allows to balance this out for the most part. Small active systems can cover the rest.
