To be fair though this one is slightly explainable only based on the fact that the teleprompter was probably blurry and he's had multiple strokes but they put him in office anyway... although with his track record I wouldn't surprised if it was on purpose to see how far the dems can go whereas they are actively trying to repeal civil rights laws...
