The way rulers work is akin to this. They work themselves into a position of ever increasing impunity where they have the power to penalise but never be penalised.

Democracy is meant to exert a selective pressure but it can stagnate and fall to other monopolies and domination of the things that dictate what people vote for such as a tyranny of the press.

When competition breaks down you start to see the emergence of gross retardation.

For example leaders think who is the worst leader I've heard about? I know Hitler. So to be a good leader I should be the opposite of him. What did Hitler do? He invaded other countries. So to be the opposite of Hitler and the best leader ever I should have my country invaded.

They're weak in a sense but they're still at the top.
