Semantically speaking he only equates "congress or "SCOTUS"....the sitting POTUS is just one of the balancing powers of these three entities......this is my theory, im very noob to politics in general, so this may not even make sense, ill keep trying.....cheers frens

It’s definitely something of a gray area.
A president can authorize billions of dollars for something unilaterally but at the same time there’s a rule saying only congress controls the purse strings.
It’s clearly all become nothing but political theater.

on second thought...people are "voting on how voted laws should be enforced"....let that sink in.
