He needed to put a pause on rubber stamping the fraud and appoint a commission to do what the states were asking him to do, which was grant time for auditing.
The end result of that would still have not likely been simply choosing the Trump electors, but rather invalidating multiple entire state elections as uncertifiable and throwing the election to the House of Representatives per the Constitution.
He wanted to save his political career and made a decision. It was the wrong decision. He could have simply came out and said he'd follow the constitutional process; that no matter his personal beliefs, we would ensure the process played out according to the law.
