You can cheat egregiously with paper. The mail-ins were paper. The adjudications were really paper. Machines are just leverage to do things faster. You could create a machine that is encrypted, verifiable, etc. You could do the entire process online securely. But we know they won't. We also know they won't do paper correctly. To limit the amount of cheating, we'd all have to stand in a big 120M person group and raise hands and count. They'd cheat at that too, though.

The problem is not the paper or the machines. The problem is the tyrants.

I've worked in the tech industry. The security practices in 99% of companies out there are appalling. Unless there's money involved, then they're just shoddy.
