I believe that is Plate Mail of Protection +3 with resistance to all dragon breathe or magic missile attacks.

A paladin wielding a +5 Holy Avenger will have a 50% magic resistance (MR) in 2E, so it's conceivable you could have armor with similar effects.

It'll do in a pinch, as in better than nothing, if you plan on not moving very fast and are only looking to protect yourself from flash-bang powder burns.
