3 - The problems are very complex, so multiple "fixes" must be employed to combat the problem, which will require employment of many"experts" throughout every organization.
4- The measure of whether or not the problem is "fixed" will require evaluation of the entire system, guaranteeing that a "fix" will never be achieved.
