The next bit basically claims that those crises are going to happen so instead they're going to focus on protecting minorities while ignoring the supposed majority that voted for them?

For example, an analysis shows that closing racial gaps in wages, housing credit, lending opportunities, and access to higher education would amount to an additional $5 trillion in gross domestic product in the American economy over the next 5 years.

A trillion a year? Sounds like someone made that up. It's a rather round figure. What you're saying is something like invest some unknown amount and you'll get a trillion a year in return. The only guarantee in that is that you've spent money.

To produce an extra $1 trillion dollars they actually have to work harder or better. More likely the former.

There are some odd things there. Why not just say...

persons adversely affected by persistent poverty or inequality

That way you don't violate the constitution. The order is filled with far left extremist racial ideology. Clap clap clap well done liberals you've voted in National Socialism 2.0.

The whole thing is effectively an abdication from the responsibility of serving the people.
