Well apparently (it is said) they have to willingly PERFORM the varied acts on camera to prove that they are AGREEABLE to be blackmailed, then they assume the position of power once they've essentially taken this ticket.

Edit: damn. Now that I think back both seasons of Happy! are really disturbing knowing what we do now. Season one was about kids being abducted and prepped to be shipped to rich pedos. Season 2 was about people in power being filmed doing pedophile shit among other sick shit to be blackmailed. It seemed so farfetched when I was watching it a few years ago. And yet it's all true.
