I have said before and I will say again to mostly deaf ears, the way to help these creatures is not to be lenient on them. They get cut break after break after break as it is and all it does is embolden them to do worse things. You punish them the maximum the law allows the first time and every time. The more time they spend in jail the better it is for everyone, including them, as they're unable to add to their rap sheet to the degree they could if freed.
I agree. They also need to remove the perks out of the jails...like game consoles, movie nights...etc. jail is jail not a flippin vacation. You kill or rape, etc. someone you dont get fucking a movie night with popcorn!!!
