In this case it is actually missing some context, namely that it applies to travelers returning to Canada. Which makes it much less insane than it otherwise would be.
Context would be good. Insanely oppressing a small group of people is (I guess?) better than insanely oppressing everyone. Easier to get away with it, for sure.

Easier to force this on a small group. Give it time. It will be enacted for all at some point.
