1.) His handlers are worried that he will fuck up his speech. He can't talk. He's so mentally deficit, that he has to spend WEEKS to be able to speak for 15 minutes. He physically and mentally can't keep it together for 45 minutes. He will trail off, or mix things up, or say something he shouldn't.
2.) In line with number 1, late stage dementia people get irrationally angry at things. When they can't speak, they forget what they were saying/doing/thinking, they forget where they are. They will get frustrated and angry and lash out, usually by saying hateful things (because there's no filter) or get physical. That'd be catostrophic.
3.) Biden is a frightened mouse and is afraid to leave the White House in fear that someone will yell at him or attack him. I'm willing to bet his handlers have him scared that someone is going to kill him if he tries to step outside. He's a coward. He's always been a coward. He'll always be a coward and I'm betting his handlers are fueling that paranoia to keep him in line.
A lot of what Biden does/thinks/says is handler speech. Biden can't speak for himself. Because when he does, racist, awful things fall out of his face. And that's bad. His handlers are good at what they do because they convince Biden that their ideas are HIS ideas. Biden wants to go into the history books as being one of the greatest, most progressive Presidents since Roosevelt. He wants to be more Progressive than any President ever. He wants glory, but we all know that the History books will say how pathetic and weak minded he was/is and how he had to steal the election to get in. History won't be kind to Biden. So his little dreams of grandeur are smashed before getting it out of the store.
