Instead he decided to chimp out, fight the cops, steal their weapons, and thought he could use them on them and run away to freedom. It never crossed his ape-like brain that they know where he lives and would easily track him down within a day even if he did escape. His primate intellect couldn't comprehend that even the act of fighting and then using a cop's own Taser on him would've meant that he went from being inconvenienced for 30 days to probably like 5 years in prison.
All that mattered was that he felt nobody was entitled to arrest him for anything, so he took every measure he could to stop that. In his neanderthal skull, he thought "I do not want this to happen, so therefore it should not be happening, because what I want is the only thing that matters".
I have no doubt he'd have turned a gun on those cops if he had one.
