You sadly can't just start an airline. They're HEAVILY regulated by the government and the government controls the airports and decides who's allowed to land there.
Luxury and safety, no crashes or hijackings, no engine fires, no fights in the cabin, no crazy employees, no screaming about masks and assistance animals.
As mentioned by others, far too much is regulated not just at the US Federal level (DOT, FAA) but also internationally by ICAO, IATA and foreign government bodies.
The costs are astronomical, although I know many jets are being sold at huge discounts now.
If Trump out his resources I to Trump Shuttle again, I'd probably quit my current airline job and work for him. I'm about to be furloughed for the second time in a year at this job, anyway. Haven't actually worked since July 30th 2020. Really bums me out. I miss the fun, thrill, and speed of the job.

Once it gets off the ground (on every level), it is destined to be a HUGE success. Its the only commercial one Id use.
