Who fucking allowed them to just make up their own rules?

This is what I can’t figure out. I’ve studied a good bit of history. I don’t recall there ever being a point where the American voters said, “Yeah, Congress can totally grant themselves exemption from any laws they want and vote themselves unlimited pay raises.”
