We'll write books, music, or video games because they require very little overhead to make something good. Imagination can make up for lack of production money, and can often win big. But TV and movies require a hell of a lot of resources to do something even mediocre. Live action requires people to act out roles, location scouting, studio space, props, permits, etc. An animator could probably pull off a good animation alone using Flash (now Adobe Animate) or some open-source 3d software, but they'd still need voices, music, etc. This kind of stuff requires teams of people working in cooperation.

It's really sad to see Cartoon Network in this state, because many of my childhood shows, such as Courage The Cowardly Dog, Billy and Mandy, Chowder, etc; all still hold a huge part in my heart to this day. Many of the shows it had on back then would also not be PC by today's standards, funnily enough. Television is compromised now sadly, and brainwashes. If you're a parent, try to keep your children away from it as much as possible.
