Nah, it's so the US cannot retaliate if China or someone else strikes first.

They'll tie up the response in committees until "it's moot" because the US has been destroyed.

Also, if power is moved to congress any of our enemy will have miles of advance warning from spies reporting that congress is meeting in whatever "secret" way they decide they will "bite" to drop bomb.....

At this point the DNC has literally given our country to china,...member last 2 years of obama when our navy ships were wrecking into commercial vessels ?....china OWNS our military's tech.....that is the level of betrayal we have suffered
