No way he can do live, televised State of the Union presentation without his incoherence becoming obvious to even the most oblivious liberal. That being said, nothing in the Constitution requires a televised presentation (obviously, TV & radio didn't exist back then). In fact, it's not even required every year. Article II, Section 3 only states that the president "from time to time give to Congress information on the State of the Union". However, a yearly televised SOTU is now expected, so it will be interesting to see how they get around this.
