What kind of drug cocktail are his handlers, caregivers and puppet masters working up to keep him coherent for a full hour? If he does actually deliver it, what percentage will be devoted to bashing Trump and "conspiracy theories" like the stolen election?
But how cool would it be if a patriot inside Biden's circle (I know, unlikely) hacked his teleprompter for the SOTU and had him read true things like, "I like to smell and fondle children. I made millions from Ukraine and China. I have not accomplished a single thing for America in 50 years. We stole this election fair and square. I'm Obama's puppet and we work for Valerie Jarrett. My crackhead son f-ed his brother's widow and also my granddaughter. I've soiled my diaper twice since I took this podium."

The Constitution only mandates the State of the Union be delivered - it can be in writing only and that still legally fulfill the obligation.
The SOTU has been delivered as a speech (with a written copy) since 1913. It would speak loudly if Biden failed to deliver the speech during his first year.
