I also think it's a self-development issue. Myself, and most kids I know, had periods when we were very young where we liked to play-pretend we were the opposite gender. I also struggled a bit as a teenager when I realized that I would always partially be defined to people by my sex. Now that I'm an adult I look back and accept this as part of growing up.
I think we need to adopt the view that it's normal to have some confusion and angst over your "gender identity" and coming to terms with it is part of growing up. I think what you have with many of these cases is people stuck in a certain part of development because they didn't get any support.
People need to be exposed to the true dangers of allowing perverts into the locker rooms legally. Not only would you have the possibility of rape or sexual assault, but you have the very possibility that these sick fucks are setting up hidden camera equipment in order to film underage girls getting undressed.
I wish I was making this kind of shit up. But there are new videos you could search for on porn sites where pervs are setting up hidden cameras in women's locker rooms. Not just locker rooms, but changing rooms and bathrooms as well.
