Texas has been working with DHS and other government officials in the Trump administration to get certain promises and guarantees that the government could not go back on its word against illegal aliens entering the country. This is why the judge froze the program, showing that there was a high likelihood Texas would win any suit against Biden.
The Democratic Hawaiian judge largely failed to show any of that so ended up failing long term in the courts, leading to the freeze only being a temporary measure.
