I recently had to look this up. If you haven't received the second check (by Jan 29, I think), you're not going to get it easily. You have to file for it, even if you don't normally file for some reason. Pay attention to Line 30 on the Form 1040.
You can click on Get My Payment, answer a couple questions, and it will tell you Not Available. If that's what it says, it's not on its way to you and you have to file.
