Today's Diplomat story is being tossed around as a joke but that does not happen to Diplomats with Diplomat passport. That means Joe doesn't have authority to issue diplomat passports.

I'm confused by this, what?

Diplomats have special privileges. They have diplomatic immunity from prosecution or some shit. You don't get to even search their luggage if i'm not mistaken. (all taken from movies i don't actually know shit but this is probably why all embassies and what not are spy hubs)

You are mistaken. Diplomatic pouches are exempt. Random luggage on their person is not. And all diplomats aren't granted blanket immunity, there's more nuance to it. If you want to read the authority, rather than believe Hollywierd, it's all publicly available in the Vienna Convention on Diplomatic Relations.
