Today's Diplomat story is being tossed around as a joke but that does not happen to Diplomats with Diplomat passport. That means Joe doesn't have authority to issue diplomat passports.
You should be because this doesn't make any damn sense. Diplomatic and Official passports are issued by the State Department's Special Issuance Agency. Has nothing to do with the White House. If you have a need for one of these passports because of your job, you will get one. These aren't "higher level" passports. They're passports that identify you as a person performing work on behalf of the US Government and consequently can make holders susceptible to greater scrutiny. Host countries are very aware of the holders of these passports when in country. The Chinese swab thing was no mistake and was not the result of the sleepwalker in chief.
Look, first off, if they are traveling with a Diplomatic passport, they will not travel without having one already in their possession extending at least 6 months beyond the expected duration of their assignment. On top of the passport, they need to get a special diplomatic visa. The concept of diplomatic immunity is basically a gentlemen's agreement. There is no RAMBO force field shielding diplomats. The Chinese are shifty fucks and like to send messages and the best the US or any other country can do publicly is send out those strongly worded letters.
