No. If you own land, pay taxes and are legitimately here for the success of this Country and are educated in the civics of this Country THEN you should vote. Having an IQ higher than the average would follow the above.
All we have to do to fix the system is restart it with the following:
Voter ID and pen and paper voting,
a constitutional amendment that only Net Tax Contributors can vote,
A 10% tax rebate for every child you have beyond the first.

Extractors (those who pay no tax), will have no incentive to have many children. The only way I see a rebate being feasible is if it follows the 2nd bulletin but even then some would argue buying goods and paying that tax is enough when it isn't. Especially when you consider the people who pay property taxes are ACTUALLY the people who keep society functioning. So you definitely need to not allow room for nuances.

Do you include Landlords as "people who pay property taxes"?
If they are paying a tax on the unit that funds the same type of things that a homeowner would typically, sure.
