All we have to do to fix the system is restart it with the following:

  • Voter ID and pen and paper voting,

  • a constitutional amendment that only Net Tax Contributors can vote,

  • A 10% tax rebate for every child you have beyond the first.

Thus, society is properly democratically steered by the Producers, not the Extractors. Secondly, the Producers are strongly encouraged to have many children (who will in turn produce when they reach adulthood). Extractors (those who pay no tax), will have no incentive to have many children. Thirdly, the mega-wealthy are likely to have their empire split up among many descendants; promoting an anti-monopoly environment and encouraging plenty of social movement.

The only way I see a rebate being feasible is if it follows the 2nd bulletin but even then some would argue buying goods and paying that tax is enough when it isn't. Especially when you consider the people who pay property taxes are ACTUALLY the people who keep society functioning. So you definitely need to not allow room for nuances.

Do you include Landlords as "people who pay property taxes"?

If they are paying a tax on the unit that funds the same type of things that a homeowner would typically, sure.
