The Rule of Law means it is as applicable to churches, corporations, and private citizens as it is to the public sector of government...including the various bureaucracies.

When Law is deemed coming from a higher authority than man, no one is exempt.

The trouble of today's time is that most people think the Constitution and the Declaration of Independence are simply human originations - the Law does not come from a commonly-confessed Authority higher than man.

Higher Authority does not see a difference between Public or Private sector; it does not see any difference between corporate masses and the individual - the Law applies to them all, under every circumstance.

The other problem with humanity is that religion has been historically used for people control. Christendom has a very sordid history on this over the last 1700 years, once it became the favored religion and learned how to use the power of the State to its advantage.

The Founding Fathers found a way to thread that needle, of setting up the Rule of Law without setting up a theocracy the Bible forbids us to do.
