They don't want to put their job in trouble with how things are right now, they don't want to be pre-banned from stores and places they need to go because everyone finds out who they are and that they're going to come maskless into their place and get them in trouble...unfortunately, the cult mindset has permeated too much and people are unwilling to do anything until the Experts™ allow it. They don't believe The Science™ but they also don't want to stir the pot and face any backlash. They just want to go on with their lives however they can right now.
