Typically when the wanted list shows pictures of someone standing outside, it’s because it’s a clear picture of someone they have matched to being inside, or have committed violence elsewhere. They use their clothing to match the clear picture to a grainy picture on a security cam. I have only seen like two people arrested who have only been on the steps or upper grounds. One was Straka, who was accused of telling people to take a cops shield, and the other was Couy Griffin, who is an idiot for admitting that he charged through a police line, but he received only a misdemeanor trespassing charge as of a month ago. Both were higher profile people, who most likely were targeted for their political rhetoric. As for people only on the lawn, the ones arrested have been for violent acts, or directly busting through a police line. Although I do recall them arresting one woman for telling people to storm the building, and another oathkeeper accused of using a radio to communicate with people inside. While I do not agree with these charges, and I’m in no way taking up for the evil FBI, I have yet to see anyone arrested for trespass just for walking up to the building and protesting. There has usually been some other criminal activity involved, or at least alleged.
