I believe he actually said, "certified." That is NOT the same as a forensic audit, which is the impression the BoS has been trying to give. Well, unless you complain about not allowing observers, and then your lawyers argue that no, in fact, this is definitely not an audit.
That is like passing Obamacare by claiming it is not a tax, and then defending it in the supreme court by saying it IS a tax.
"Licensed" just means approved by the very bodies under suspicion. It's like the Mafia telling you that Uncle Tony's is definitely the only Accounting firm that can look at the Boss's books. Because he's "licensed"!
