Every state in the North outlawed slavery by 1804, they didn't need to free any slaves in the North - just crossing state lines or Federal force's lines freed slaves from the south. Pick up a history book, reading can be fun, and can make you correct on the internet.

The Union included five slave states who did not secede: Delaware, Maryland, Kentucky, Missouri and West Virginia

West Virginia seceded as a part of Virginia, in 1861 they broke away from Virginia and rejoined the Union

True. My wording was imprecise- however they were a slave state who aligned with the North during the war.
