Taxation and regulation does a lot to make foreign labor cheaper though.

Nah, even if we had zero regulation and taxation, foreigners would cheaper due to differences in cost of living and such.

Yes, but it also costs money to set up shop overseas and ship products back here. I'm not saying there wouldn't always be some allure to cheap foreign labor but if we eliminated the corporate tax, instituted a flat tax or fair tax, and significantly decreased regulations, then companies from all over the world would come here to set up shop.
