That's what a teacher's union means. In NYC they are so strong they literally can't fire people and will pay teachers to show up and not teach in a large handful of cases. Would not at all be shocked to see them equally as strong in MD.

That happens in a lot of districts when they have a teacher that just isn't any good at teaching anymore but they don't have a good reason for not renewing a tenured teacher's contract. There's a list of positions in any district reserved for just such an occasion.

I wish there were more creative ways we could attempt to break up the cabal. It's the ultimate scam the teacher's unions that is.
